Even though I have it turned on to back up my contacts on iCloud, I've noticed they aren't all on iCloud. Some are and some aren't, but I can't tell why that is. I've turned on/off the back up to iCloud switch on my contacts, but still doesn't appear to be updating on iCloud.

Take help of a web browser and enter in www.icloud.com with the apple id and password used in an iPhone , the contacts that were saved in will be visible select the desired contacts and click on gear icon in the left bottom corner and click on export as v card .
Open finder , click on downloads , right click on .vcf file and open with contacts .app( default ) .
The address book will get opened , a pop up window will appear stating are you sure you want to add number of cards , click on add .
Again open your address book the contacts that were in the iPhone will be transferred under the section “ All contacts “ in the Mac address book .
Sign out from www.icloud.com used with Apple ID and password for an iPhone .
Then enter in www.icloud.com with the apple id and password used in the Mac , click on gear icon and click on import as v card all the contacts will be transferred in the iCloud server , click on create group on the bottom right corner an untitled folder will be created in the side bar and the contacts from iOS are all transferred to the iCloud server account .

In system preferences > icloud the Apple ID is signed in , the gmail address is kept same as Apple ID , if a contact is created in address book ( under gmail account ) it is reflected in All contacts , Create a new test user account and observe it https://support.apple.com/en-in/HT204443

This sounds like a way to get the contacts from iCloud into a Mac. My problem is there are more contacts on my phone that aren’t backing up to iCloud. Also, I’m not worried about the Mac. I just want all the contacts I add into my phone to backup to iCloud.
Do you have any other accounts on your device that are aloud to use contacts? I had this issue a while ago and it was because when I would create a contact it would go right to my google account and not iCloud, therefore not sinking to iCloud.
I have tried for days to get my iphone6 contacts only sync'd and/or backedup to my iCloud account...every time I log into my Icloud.com account I get the same 25 contacts and I have actually 2K+..how can I force my iphone to upload to my icloud account? My phone is going to be wiped and I need to make sure I have my contacts backup..help!!!
Correct, though I only have a couple things backing up to iCloud - contacts, notes & calendar and it shows I've only used 1.6GB of 5GB of storage. I will read the articles you linked as well, though to learn how to reduce some space. Those three things are really the only thing I care about being in the cloud.
I have exactly the same issue, only 1GB used. But I have hundreds of contacts on my current phone that will not sync to the cloud, even connecting via cable to Windows 10 PC. The contacts relate to an old iPhone 6, not my current XR.

I've read those already - I've read tried all the fixes. :( Nothing has worked.
I get messages sometimes saying it can't back up b/c it's too full; however, when I look at my storage I'm only utilizing about 10% of it.
