Shortcuts "Can't connect to the Gallery" on iPhone. Notes won't sync. Apple Card won't display new activity

Nine months of intermittent annoyances. My issue is Shortcuts Gallery won't show, Notes won't sync, "Home" automations won't sync, and now the new Apple Card in Wallet won't display recent activity or history.

I've worked with Apple for many hours in several of the months of 2019, but any solution is temporary. Reset Network Settings, Reset and Restore the iPhone from backup, Restore as new iPhone and hours of setting it up fresh only fixed it for about a day.

My iPad and my Macs don't have this issue at all.

The latest fix, whether temporary or permanent, was to gather all my devices, even the ones that are 20-miles away, into the same room and start signing out of iCloud on all of them. After all the iCloud accounts and data are deleted from every device I could begin signing back in to all of them so that fresh iCloud data is reloaded from the cloud. The process isn't brief, as Apple Pay CC and Apple Watch settings amongst other details have to be entered again.

Hopefully whatever data corruption was wrecking my iPhone iCloud sync was destroyed in the process. About 2-weeks in and my Shortcuts Gallery loads properly, and other apps are still syncing via iCloud.

I tried the above. I logged out of iCloud on my iPhone 6s and my MacBook Pro. (Note: this was the second time in a week I was logging out, but the initial time I only logged out of iPhone and not Mac: the initial time I logged out, Notes on my iPhone broke. So the second time, I logged out of both iPhone and Mac). These are results:

Finally, everything is working under the iCloud umbrella on both iPhone and MacBook Pro, but it took about 30 hours for everything to work properly, either because of syncing issues or steps that I had to take. My main concern was that my oft-used Notes app was not working at all on my iPhone. It was stuck on "0" notes in every folder. I got a spinning wheel and that was all. That was when I decided to log out of iCloud on all devices and start fresh.

Please see additional text document for results per service:

Hope this helps anybody with iCloud or iOS 13 woes.

I am going to try this recommended solution tonight and report back here. I already signed out of my iCloud account on my iPhone 6s in order to solve a blank share sheets problem in iOS 13. While the problem was fixed by logging out and back into iCloud on my iPhone, my Notes app subsequently broke and is stuck in some sort of sync limbo ever since I fixed the other problem. I haven’t yet tried logging out on my other device (MacBook Pro) logged into iCloud. Hopefully logging out of iCloud and back in on both devices will solve this problem. I use Notes heavily on my phone and this has really caused a disappointment in what is an otherwise very exciting iOS update.
