Apple Card/iCard

Im trying to apply for an Apple Card I’m not sure why when I do it, it directs me to the Apple Pay screen with the iCard on there and then when I click Confirm it give me this error message. I’m not sure why because I’ve already got my bank card as Apple Pay but why isn’t it letting me have an Apple Card?

Hi Thank you for your help it was helpful. Why is it that you have to be USA. Will it eventually be allowed for UK Citizens aswell and when?
