i can not search anything in Settings on my iPhone, how can I fix this?

The search field is right at the top of the main Settings menu. You have to swipe down completely: it should appear between the Settings title and your Apple ID.

Does someone know how can i get my memories (the pictures in an album made in a short ‘movie’ by my phone) back? After updating to IOS 13 it is gone and when I press the 3 dots in the right corner the app Photos closes.
So I try to swipe up, it's not there. It was there literally like a day ago. I can't get it back, and I don't know why. I also have screen time restrictions on, but this hasn't been a problem. How can I fix it?
