My 50GB of iCloud storage was full so I moved my entire iCloud Drive onto a hard disk and deleted all files from iCloud Drive and Recently Deleted. However, it still says 30.6GB is still being used by Documents and Data stored in the iCloud Drive, yet only 295.7MB are actually present. It's been 2 days since I deleted all data, yet the issue still persists.

To add to the original post, I also tried deleting other app data and it also doesn't work. iCloud is still storing them as "ghost files." I'll try reporting it as a bug to Apple Feedback. Also, there's this which doesn't look correct to me.

Re-Sync iCloud — Sign Out then Back In:
Try signing out of iCloud, and then Back In. See if it now shows what apparently should be: 295.7MB
I tried signing out of iCloud on all of my devices a few times already, but each to no avail. It still shows up as 30.6GB on all of them.
I called Apple Support and after a few tries, one of them managed to reset the allocated space and fixed the issue. Thanks for your help!
