I keep getting the iPhone storage is full. I am using only 25GB of the 64 GB. The system folder constantly changes in size sometimes filling the whole 64GB. I have backed up and synced the device with iTunes many times and sometimes this works to alleviate the issue, but hen it just comes back. This last time I have synced the device but the warning remains. What is the fix for this?

I'd recommend you backup up your iPhone, then restore the iPhone from backup.

Did you do the restore over the air of with your computer using iTunes? If it didn't work over the Air, use your home computer and itunes. It will be a more complete restore as it will put a fresh new version of iOS on your device.
Are you using the absolute latest version of iTunes on your home computer (v12.9.x)? Is your computer low on memory? What computer, Mac or Windows?
Restoring from backup did not work. I tried three times and there was always an error. The phone appeared to be restoring and the it would shut down and the error box would appear.
I used the same computer I always use. I do not sync it over WiFi. The iPhone is connected via hardwire.
