Apparently not to a Mac or to a Windows computer. See the following from https://www.amazon.com/gp/help/customer/display.html?nodeId=201460820/ref=atv_dp_learn_download

To download Prime Video titles for offline viewing, you need a Fire tablet, or the Prime Video app for iOS or Android.
