Facetime Not Available

i have bought my iPhone X from UAE and I live in pakistan but my iPhone X doesn’t have facetime app available. now Apple have made facetime available in pakistan but still i cannot see facetime app in my iphone. i have also changed my region to pakistan in settings but still no luck. is there any other way? please help.
