iCloud document on multiple devices

I'm running Mohave 10.14.6 on my desktop but laptop is not so up to date, older macbook air. I want to be able to access my Family Tree Maker software and data files on both my iMac and my laptop. When I enable Desktop and Documents in iCloud I get a folder that completely duplicates the files that are already there. How do I simply have the files that I want in iCloud so that I can access from either device without the duplication?

Have you tried disabling Documents and Desktop folder syncing on both computers and then just add the files to iCloud Drive in the Finder Sidebar?
