iTunes is constantly asking me to login and gives me an error message "We could not make you iCloud Music Library available. Click on the retry button

This started after my Verizon Free Apple Music expired. How can I stop this error?

I'm still trying to recover from Apple deleting all my playlists!!!

See Turn on iCloud Music Library with Apple Music - Apple Support, but turn iCloud Music Library off. If you have no active subscription then you shouldn't be trying to use the feature any more, nor should you expect to retain playlists and media that were part of the service.
