Cellular Carriers that support the Apple Watch, which models, the radio frequencies each model uses, and the country where they offer service:

Cross check the Apple Watch models numbers and carriers for Hong Kong and India.
NOTE: you may have warranty issues, if you need service in India.
If you are going to signup for cellular service with a Hong Kong cellular provider and just travel to India, then I do not think the Apple Watch cellular has roaming capabilities, and you would switch back to depending on the iPhone.
