How do I store files OFFLINE for use in Word on an iPad?

I use my iPad in the field as a construction consultant. Often I have to use Word to complete forms and I can't seem to store forms offline to access from the program. I loaded Files, but when I try to export and use, it says that I am dead in the water because I don't have an internet connection. How do I store files locally on my iPad so I can access without using the cloud?

In word, when you tap on “open” in the menu bar you will see all the places you can store files. You can choose from a large number of cloud systems (OneDrive, iCloud Drive, Box, DropBox, etc). But there is also the option of saving to “iPad” under other locations. Files listed there are stored on your device itself.
