Worst case, if it's brand new, take it back to your Apple Store (if you purchased it new from Apple) and if it's defective, they'll replace it.

Do you have anything on the front of the iPhone which may be blocking the camera? Does the rear camera work?

Have you tried a reboot? Do you know the process for an iPhone 8? It changed when the 8 came out.
