Regarding Noise app

Hi... I have an issue with my apple watch series 3 after I updated to watchos 6. I cannot reach to my Noise app neither from my watch nor from iphone. I tried searching from Appstore. I did find the app. But could not install it notifying me that either I have the app installed (which is not in my case) or it can be restored from iPhone running ios 10 or later. (I already have ios 13 updated in my iPhone).

So please could you help me resolve this issue
