I created a multi-page document in Word (Office 365) which contains several links.
I then saved it as a pdf (Print, save as PDF).
When I open the pdf, none of the links work.
What can I do to fix this short of purchasing a subscription to Adobe Acrobat DC (the last resort)?

Try different software.
I never had to pay anything for Adobe Acrobat DC
Adobe Acrobat Reader DC Install for all versions
You can check out PDFPen they may have a free trial here—great software
there are others.
Try changing the work flow— if you are saving as PDF, try exporting as PDF for example.
I just tried a test document from the latest release of Word 365. Typed in two addresses (my own web site, and Apple's top page). Saved a PDF out of Word's own list of choices and the links work as expected.

Office does some weird stuff when it comes to PDF. You pretty much have to use their built-in output choice if you want them to come out right.
Yes, this solved it.
Instead of saving it as pdf via the Print option, I have to save it from Word, Save As> PDF. Then choose the option "Best for electronic distribution..." and say "Allow" when it asks whether I want to let it use the Microsoft online functions.
