Firstnet and iPhone upgrade program

I joined the iPhone upgrade program with the iPhone X release, and upgraded once to the XS max. I am a firefighter, so during this time I also moved my ATT individual account to a firstnet aim. Now when I try to upgrade to the iPhone 11, I’m told that I have a enterprise account and am no longer eligible for the iPhone upgrade program, so I have to pay full price for the new phone.

is there a workaround for this problem that would allow first responders to stay on firstnet while still using the iPhone upgrade? Otherwise I assume my options are pay the full price and also finish off my 2 year payment contract, or migrate off firstnet back to a consumer account to stay on the upgrade program.

The same thing happened to me last year. I just called Apple and they said that I still cannot participate in their upgrade program. I ended up having to buy the iPhone XS at full price while still paying for the iPhone X with Apple. Now I want to upgrade to the iPhone 11 pro. Ultimately I want a new phone every year. What am I to do?
