Why are my Voice Memos not synced to Mac?

I'm using the new Voice Recording app on my apple watch, which I just updated to watch OS 6. I also just upgraded to iOS 13 on my phone. iPad still running iOS 12.4. Macbook Pro uses Mojave 10.14.6.

If I record a voice memo on my watch, it successfully copies to my iPhone and iPad Voice Memos apps pretty quickly. However, it does not show up in Voice Memos on OS X. I have checked my iCloud settings on all devices. I don't really see a setting in OS X for this but under System Preferences there is an option for Voice Memos to use iCloud storage and it is enabled.

I have rebooted my MacBook out of superstition and that did not help. I enabled and disabled Voice Memos in the preferences. No love.

Why is OS X not syncing?
