I have the same exact issue where I cannot connect to the App Store while on Cellular but connects on Wifi.
This issue started only with IOS 13. I have an iPhone 7.
First occurrence was after install of IOS 13.0.
While on cellular, I turned OFF and turned back ON, then it connected to the App Store.
After IOS 13.1, it happened again. So I did the same exact thing, and it worked.
This time after IOS 13.1.2 update last night, doing the same thing has no effect.
On cellular (not wifi), it will no longer connect and comes back with "Cannot Connect to App Store" message.
Verified again just now, turning on wifi (no cellular), it connects without problems.
Turning on cellular (no wifi), not connecting to App Store.
I think this is a bug and should be fixed on the next version release of IOS 13.x.
Please advise the IOS 13 software team about this issue.

I too, was "advised" to do these things and tried them all. What helped? Nothing.... EXCEPT a visit to the local T-Mobile store. While there for another reason, I mentioned to the girl this problem. She took my phone and asked my permission to look at it. She went thru settings, the App Store, and some other buttons and guess what? Works perfectly now!
Do you have the App Store enabled for cellular data in the settings?
