Set location on iPad WiFi from another device
Is any possibility to set location on iPad WiFi (non GPS) from iPhone (for example via personal hotspot) to using iPad without WiFi connection for navigation?

in theory yes
but to the best of my knowledge its not something the iphone would support the user changing and not something an app would be able to do as it would be pretty much outside of the sandbox abilities https://developer.apple.com/app-sandboxing/
