In iOS 12 I could easily move a message in Mail to junk with a couple of taps.
In iOS 13 I now have to press the reply button on the bottom right of the screen, scroll down the options so that 'Move to Junk' is displayed, then tap again to move it.
Only an additional 'scroll' I know, but is there any way I can change settings to make this easier?

A workaround I have noticed:
In Mail options under settings you can adjust the 'swipe options'.
I set my swipe left action to 'Move Message'.
So now in any given e-mail message, I swipe left, then tap the 'Junk' folder in my case as that's mainly what I want the function for.
So back to two actions rather than three.

What I've done is changed the swipe Left option to Move Message and then choose other and dump it in the Junk folder. But definitely not as easy as iOS 12.
Not good UX!
The easiest thing I've found (on an iPhone XR running iOS 13.1) is:
• Open message
• Touch and hold Reply arrow
• Release to reveal a op-up window
• Look down the menu (scroll if necessary) to find "Move to Junk"
I find after a day of practice that it's quick and easy (enough).
I did something I never imagined I would do - deleted the Mail app and installed Gmail (all my accounts are hosted by google). Despite the annoyances with Gmail like forcing Chrome down your throat, at least the common tasks are easy to do.
And if you have several hundred emails a day to classify, those extra taps add up. And I call bunk on the "no scrolling". If you're working from the message list you can swipe and tap twice, but if you need to look at the message body first, then it's tap, scroll, tap. (See earlier reference to several hundred emails a day -- especially near the end of a quarter.)
Further, in iPadOS, this functionality hasn't changed. There's a button to trash the message, a button to file the message to a learned folder, and it's all in the menu bar -- where iOS USED to have it. Had there been a real estate problem in the menu bar in Mail for iOS, I could give them benefit of the doubt. But there wasn't. There was no value add in this change -- the opposite in fact.
I’ve gone to the gmail app. So frustrating Apple would do this move.
There is no simple fix to help adjust to this change. Daily hundreds of times a day it’s annoying waste of time trying to organize incoming emails into folders on iPhone with iOS 13.1.2. Adjusted swipe left and right menu but still huge mistake by Apple doing this with iOS 13. No one wants to just archive emails not organized. I use over 20 email addresses to help organize emails I send and receive then lots of folders for each email address. I do this so when I need to find something I can find it quickly because it was organized the first time and not just generically archived.
I get that needing to re-learn the process for moving mail is annoying. But I don’t understand the level of annoyance for this particular change.

If it’s not learning the right folder, you’ve got a legitimate gripe. And hijacking the reply icon to represent all actions is a highly suspect UI design decision.
But complaining that your workflow is impacted by this is the wrong hill to die on.
I disagree with you, it was 1 tap before (it had its own predictive button). now it’s 2-3 taps. Further, the move icon is still now unreachable for left handers.
i hope you now understand the issue and perhaps could support those of us impacted by it.
@Apple - this is a PITA... Having the capability to quickly move emails is a must-have - please fix this asap.

@apple honestly ... this shows that obviously these new software developments are made by designers in the ivory tower ... who can seriously do such innovation where factually (yes; factually) people have to scroll more or click more often so in any case will have to spend more time to get things done! Can please someone from Apple tell us here what the “genius” idea behind thins dumb innovation has been? Do you want us to move to Samsung for professional phone users?
So true! I feels like designers create these changes for 13 years old kids ! They get 10 mails a day and the new design does not make a big difference. However If you use mail professionally, this change is nothing but a Desaster
Changed left and right swipe options to help with iOS 13. What took me one touch before iOS 13 to put mail where I wanted it at the bottom of mail window. Now takes several touches for every email. When you get over 60 emails a day it’s too much to go through because of iOS 13. Bring back flag, folders, archive, respond, write to bottom of mail window when email is opened. iOS 13 only has respond and archive. Why on earth doesn’t Apple consider the fact that the more times a person has to move fingers to accomplish one simple task has a medical effect on people’s finger & joint health. Anyone with arthritis in their fingers can’t keep increasing movement because Apple updated iOS and didn’t understand make it simple, fast, even if they think it looks more cluttered showing more options. Very unhappy with iOS 13 it’s not hard just to select all to copy while typing. iOS 13 destroyed best things in mail & notes. Scrambled iOS 13 isn’t better it’s BS Apple!
