Can't transfer iTunes (12.9) to iPhone (iOS 13)?

I recently had the same issue after the update iOS 13. iTunes would not recognize my iphone. (you can see my post here: https://discussions.apple.com/thread/250684354)

It did however, fix itself after updating once more to iOS 13.1.1. Make sure to download the latest iTunes App/ Update if already downloaded and also update the iPhone. Also, are you on a Windows or Mac? If Mac, what OS?

Hopefully it helps and works. I will also mention though, that I also had the iMazing app which still recognized the iPhone and I am still not entirely sure if the update fixed it or if updating xcode app did.

I understand you are trying to sync your iTunes music from your computer to your iPhone 11 Pro. Can you provide us with a little more information regarding your issue? Do you have an Apple Music subscription? Is it enabled on your Mac and on your iPhone? As long as the music is included in your iTunes library, it doesn't matter if it is in the internal drive of the Mac or on an external drive. The music will be uploaded from the iTunes library to iCloud, where it can be acessed from the iPhone.

Do you have Apple Music turned on in the Music settings on your phone?

I’m writing on behalf on my friend who has the very same problem and also needs help resolving.

She is using the latest iTunes on Windows and she has an Apple Music subscription (which is turned on in her music settings on her iOS 13 iPhone). She wants to manually sync music that she recently ripped from a CD but is unable to due to the “iCloud Music Library is On” page which shows up instead of “Sync Library” page which normally shows up when the phone is connected to iTunes.
