Face ID not working and reset Face ID not an option

I have read thru all of the fixes for Face ID not working and reset my phone. It still doesn't work. The only thing I haven't been able to do is reset the Face ID because that does not show up as an option. I have the latest software - iOS 13, have made sure the camera isn't blocked, disabled Aware Feature, and reset all settings. It will allow me to set up Face ID but just tells me to move the camera higher and lower and never captures my face.
