To make Wi-Fi calls in Airplane mode you need to turn on Wi-Fi. Works perfectly on my phone. I just spent a week out of the country using hotel Wi-Fi and I made and received quite a few calls on Wi-Fi.
I fixed it. I turned phone off and on again. The only was to force wifi over cellular is on airplane mode.
Wi-Fi assist is under Settings/Cellular, scroll all the way to the bottom. But what it does is use cellular data when the Wi-Fi signal is weak. This is not what you want.
Not all Wi-Fi networks support Wi-Fi calling; it requires that port 4500 not be blocked by the Wi-Fi network. Have you tried different Wi-Fi networks?
FORCE or Priority?
I'm looking to force it, with priority your best bet is to just enable the settings and it will use what ever is best.
To force it which is what I'm looking to do, is HIT OR MISS with my new iPhone 11.
Some times it works and other times it won't
Certain wifi connections work easier than others & some apparently not at all.
In iOS 12 it worked flawlessly with every WIFI I ever encountered with 100% use of only WFIF for calls.
The ios 13 seems buggy to me.
You can try going over to control panel and tapping and toggle between on/off of wifi & hopefully it will catch - give it 30 seconds between taps which worked for me on the wifi that it played nice with.
It needs port 4500 open, and the Wi-Fi network must allow Wi-Fi calling. And your carrier must also support Wi-Fi calling through that Wi-Fi network. It needs to be a reasonably fast Wi-Fi network, and it may not always work through a VPN connection.
So far I have not had any problems with Wi-Fi calling on iOS 13. You might wait for 13.1 tomorrow and see if that resolves it.

Wi-Fi assist has absolutely nothing to do with Wi-Fi calling. In fact Wi-Fi assist requires that the phone NOT be in Airplane mode and it also requires cellular data to be on.
It's the opposite of what the OP wants to achieve.

No, iOS 13 did NOT block Wi-Fi calling. As I said, I used it for a week when out of the country, and on iOS 13. Draw your own conclusions on how I did that as it was released only a couple of days ago. And I also used it yesterday and today.
That said, it looks like Ios13 disabled WiFi calling in airplane mode. Very sad.
You should be able to make calls in Airplane mode, as log as Wi-Fi is on while in Airplane mode. I've tested it extensively, and I can make calls over Wi-Fi in Airplane mode.
wifi assist is on but I want WiFi to be priority over cellular. I can have 3 bars of WiFi and 2 bars of cellular and the call will be made over cellular, which is inferior.
WiFi call is on. WiFi assist is not even available on my XS phone

Turn on airplane mode, turn off cellular and try to make a WiFi call? It doesn’t work anymore.
Copy that. I don’t want that on be cause it prioritizes cellular if weak signal.
