Serial Number for Apple iPad Mini A1490 On Samsung Device

I checked the serial number of two identical Apple iPad Minis (WiFi only, so there’s no IMEI number to input). Both came back identifying the device as a Samsung 900. One is stuck in iTunes Recovery Mode, the other is iCloud locked. I see nothing to indicate they were stolen or reported missing. On the Cloud-locked device, it asks for the Apple ID and password, and indicates the iPad as ACTIVE (see screenshot). The one stuck in iTunes Recovery Mode is also indicated as ACTIVE and iTunes will not respond, regardless of whether iTunes is installed or not. The devices belonged to someone that passed away and and I cannot perform a factory reset, unlock, or anything, and there’s no way to find the credentials used at the initial setup.


The thing is....why is a serial number for an iOS device that references an Android device? The next is how can I get these devices reset? Would Apple unlock and/or reset to factory settings? I’m desperately begging for help. What can I do?
