My thinkware dash cam WiFi will not connect to Thinkware viewer app. What could be the problem?

Thinkware dash cam unable to connect WiFi after upgrade to IOS 13, when use old mobile with IOS 12; no problem!

Exact same problem with MiVue dash cam, (same as netgear)
