ECG in Non-ECG Supported Countries

If I purchase an Apple Watch (Series 4 or 5) from a country that supports ECG feature, will I be able to use that feature if I go to a non-ECG supported country? Let’s say I bought the Apple Watch Series 5 in Hong Kong in which the ECG feature is available but I actually live in the Philippines, when I get back to my country will I be able to use the ECG feature?
