If my Apple Watch is purchased in Hong Kong, can I use the ECG functionality in Canada? ECG is available in both Hong Kong and Canada though...

Yes it should work, here is the conditions for the ECG app to work;

For the ECG app to work on your watch the ECG app has to be approved by;

1. the government of the country in which the watch was bought and

2.the government of the country in which you reside.
