iOS 13 can’t download new apps

After upgrading to iOS 13 on my iPhone X. Downloading new apps does not work.

-no error message at all. I click GET, phone says (DoubleClick side button), FaceID successful, then nothing happens. The app shows the GET button again. and same loop over and over.

-tried normal phone restart, hard reset, quit then relaunch AppStore, clear AppStore cache, restrictions disabled, reset network settings, airplane mode on/off, tried on WiFi 5g 50/50mb, tried on cellular network, tried on different days and hours..all to no avail.

-tested my appleID on my MacAppStore, works fine. This started only 2 days ago after upgrading to IOS 13.

has anybody experienced this so far? Nothing on the web that I could find!
