Person I sent share to in Find My not showing up in People in IOS 13

I sent a request to my daughter in the new Find My. It claims it sent the request which means the name should show up in my people, but it does not. I tried the same thing on my wife's iPhone 7 with iOS 13 and it worked. I have an iPhone X. Why doesn't she show up in People? If I look under Messages, it says the time and date that I started to share my location with my daughter

I have Share My Location turned on and my daughter appears under the Find My preferences as a Friend but she does not show up under Find My. In fact if I try to do a Share My Location again in Find My, she will not show since I have already sent a request under her name. If I try to send another Share My Location using her phone number rather than her name, it goes through the process and she briefly appears then disappears from the list of People. I can see her location in Messages and I can see it from iCloud.com, but she will not show up under People in Find My.

I have tried turning off Share My Location with my daughter and then going to Find My and turning Share My Location with her again. It goes through the process but she does not appear in People. She does appear in the Find My preferences though.

Can't figure this out since it worked fine with my wife's IOS 13 phone with my daughter.
