Iphone 6s, white screen with apple logo frozen. Restart not working and Itunes isn't seeing phone

IPhone 6s has white screen with apple logo frozen. Iv rebooted and still nothing. Now I have the support.apple.com/iPhone/restore, Phone is plugged into PC and ITunes isn't recognizing my device. What do I need to do so ITunes recognizes my phone?
