I HAVE THE RESOLUTION. after experiencing this issue myself where the apple watch is requesting a password and you enter the password from your apple phone but then never receive the verification code this is what you need to do. Yes, It is because many of us have 2 apple IDs (1 for personal associated for you only "1st ID" and other possibly used for itunes and app store for family "2nd ID"). On a device (you decide) .. sign out of the apple id associated with your personal and sign into the one that the APPLE WATCH is asking for. This is a temporary sign out ... after you get the verification code to the 2nd ID then you can sign back in using the 1st ID. I have multiple devices so I signed out and back in using a secondary phone that I have. But you can do this on an IPAD or Macbook also. I would not do this on your primary phone. Once you sign in with the 2nd iD .... go through the verification steps on the WATCH again. This will now send the verification code to the device you used to sign into with the "2nd ID". Get that verification code, use it to verify the watch. Then go to the app store icon on the WATCH and choose any free app to download and make sure it downloads. Wait 5 minutes to confirm that you are no longer receiving this message on the watch anymore and then go back to that device you selected to now SIGN OUT using the 2nd ID and sign back in with the 1st ID.
These steps should save you 2 hours on the phone with TIER 2 APPLE Support.
TIER 1 apple support will not be able to fix this issue. If you call apple support, you need to specifically request TIER 2 support.

I had the same problem but finally it showed up on my phone after I pressed keyboard on my watch. It took a bit, but showed up as a small box at the top of the screen. Don’t know if it had anything to do with it but I opened the phone keypad and then the box showed up. After I put in my ID on there I’ve not had any problems since.
Did you try the family sharing confirmation then forced reset, it seems to have stopped it for now on my phone.
I have sent an email to Apple through the Apple Support app. They may not know the solution but at least it will be documented / recorded hopefully.
I tried the family sharing / confirm password then did a forced restart on my phone & while that was happening the last message to enter password for the old ID popped up on my watch. I tapped cancel before my phone restarted & since then no more messages. I hope it will last this time.
As the Apple ID dates back to 2012 prior to ownership of my first iPhone I have no idea. I probably set it up to back up an iPod.
the things I have done are:
deleted all apps that have a little cloud beside them, as they probably haven’t been updated to the latest iOS & I no longer used them anyway.
confirmed my current Apple ID password in the family sharing setting on my iphone
did a restart on my apple watch
did a forced restart (reboot) on my iphone more than once
not necessarily in that order
fingers crossed it hasn’t happened for a few hours now & I did have several days respite until I installed a new app.
What I learned is when your watch ask you for your password, press password on your watch I think then it ask you to choose method of entry and I choose keyboard. Make sure you have your phone near because BRIEFLY a notification will display at the top of your phone to enter your password. Enter it and you’re done has been my experience. One thing I’ve noticed, I charged my phone and watch in the same location but for some reason I started charging my phone in a different room. That’s when I started getting request to enter my password on my watch. I’ve since started back charging my phone and watch in the same room and I have not gotten that password request since. I don’t know if that’s coincidence or charging in close proximity makes a difference.
But I resolved the issue by temporarily making that the Apple ID on one of my Macs, so the verification code went to that Mac, and then switching the Mac back to my primary Apple ID. Slightly painful, but so nice to get everything back to normal. I agree, though that Apple should fix the bug so we don't have to go through these sorts of fixes.
I had this very annoying experience too. I have tried all the suggestions here. I dont know if its plain coincidence. But when i installed the latest versions on the phone (13.4) and watch (6.2), the problem suddenly stopped. Now there's a new notification for the watch (6.2.1). I am hesitant as it might go back. Is there anyone from apple reading this?

• It became my solution to not being able to see any iPhone Keyboard to re-enter my Apple ID Password on my (Series 4) Apple Watch for several days (hours of fruitless searching)!
• Go to iPhone(8 in my case)> Settings > Notifications > Apple Watch Keyboard [Banners]. Then:
* Select (check off each circle) of all 3 of the ALERTS [Lock Screen, Notification Center, & Banners]
* Select Banner Style “Persistent” [rather than “Temporary”]
* “Sounds” can be On (green next to white circle selector) or Off.
* Set “Show Previews” to Always
* Set “Notification Grouping” to Automatic
Other options might work - or not - but this combination gave me immediate success. I can turn them off / change them later on. I hope this works for others, too!
I got both Apple Watches working using Scribble (the right-most) of the two tiny icons displayed on your Watch. The left one is the Keyboard. I've read in some of these community threads to use the keyboard which I never was able to activate. (Fortunately patience and several tries got me through with Scribble and I have a very looonnngg password. If you have experience with Scribble, it'll be easier.)
(Note: resetting or rebooting or repairing my Apple Watch did not work. Either way, it asks for the password again.)
So I see in iOS Settings on iPhone under "Notifications", there is one for Apple Watch Keyboard with the usual Alerts > Lock Screen - Notification Center - Banners. I suppose checking all three would get you somewhere. As said, I wasn't aware of this feature until AFTER so I can't say if this is the solution. Maybe try that and come back here if successful. I hope Someone in Apple Watch support will read these threads and board topics and come up with an easier fix because it seems like the blind leading the blind here. Very frustrating to say the least. Best of luck.
Try a reset by pressing in the crown and side button until you see the Apple logo, then release both.
I hope this helps. I finally was able to sign on with my iOS keyboard. When I clicked iOS keyboard it finally came up on my iPhone and I typed in my password and no more problems.
On the iwatch press the keyboard icon and momentarily on your iPhone a box will appear to enter your Apple ID password thereafter no further problems.
It did in mine also. I re-paired and that seems to have fixed it 🤞
Mine did. I just had to enter my Apple ID twice. When I first did it , it said it again. After I entered it on the keyboard on my phone a second time it went away
My watch stopped doing this when I switched from a digital face to an analog one.
