Os freeze - displaypolicyd

I'm having the exact issue mentioned in this thread displaypolicyd high cpu usage - Apple Community

Cursor/system/keyboard lags and stutters randomly with displaypolicyd showing very high cpu usage during each time. Can't reproduce it specifially. Sometimes it will be quite repetitive and sometimes it will act up once and be fine for hours.

System:

Mid-2014 Macbook Retina - Integrated gpu

Occurs in:

-safemode

-with external monitor

-with usb mouse

-fresh wipe back to original OS

-fresh wipe of Mavericks/Catalina beta

-occurs in Firefox and Safari

I've done all the usual NVRAM and SMC resets to no avail.

Passed Apple Hardware Test and also performed First Aid in recovery through Disk Utility.

Strangely, partitioning to Linux, everything works as it should, but I lose the reliability of OSX.

Recently, I've discovered that if I type 'sudo pkill displaypolicyd' in terminal, the issue has not occured so far. But I have to do that after every boot.

Any advice or help would be greatly appreciated.

Thanks

Edit:

Also, I have to run NoCrashMBP in order to prevent the display from randomly going black. The system still stays on, keyboard backlights, etc, but I must reboot in order to get the display working again. This has been a somewhat common issue that I think results from the OS clocking the CPUs too low at times. Just thought I would mention as it could be related.
