after updating to iOS 13 I tried using #hashtagimages . It told me that cellular data was not turned on for it so I went to settings and could not find #hashtagImages to turn on. I even factory reset my phone and still nothing is there.

I spent two hours on the phone with an Apple Agent trying to walk me through all kinds of things. Couldn’t figure out what was wrong and eventually they just hung up and never called me back.. even tried my AT&T. Made me do all kinds of different things and still nothing.
I used to work in apple support and I’ve combed through all of the information I can find online about this - on my iPhone 7 & XS this was always an available feature/setting and resolved the issue every time I came across it. I have two brand new IPhone 11 Pros and on both devices the setting is missing to toggle on hashtagimages in cellular settings. I’ve reset my network settings and I’ve reset all settings, both did not resolve the issue. Based on what I see in the comments above, if someone has restored their device to factory settings (and not restored a backup, which can restore software errors) and the issue persists this is likely related to iOS 13 and will not be resolved until there’s an update available.
I have the same problem. Did a factory reset without putting back a backup even then it somehow thinks it is not allowed to use mobile data and there is no setting for it anymore. So it only works on wifi now. Apple Support had no idea how to fix it (went to Genius Bar)
