There was no option to upgrade my Reminders app on my Mac when I opened it after completing the iOS update. My Reminders are all gone and won't sync up with iCloud... Please help!

I would wait until you upgrade to Catalina which will hopefully result in having Reminders work again. There are several features that will only work if you run both iOS 13 and Catalina.
