Ipad Air 2 won't connect to WiFi after iPadOS 13 upgrade
I've tried rebooting iPad, rebooting router, resetting network settings on iPad, and toggling airplane mode on/off. Anyone have any other suggestions?

It's fixed! I did a full recovery from iTunes while holding down the Home button (as per https://support.apple.com/en-us/HT204306)
and when it asked I restored from the iTunes backup I took before upgrading to iPadOS 13. It all worked. Came up running iPadOS 13.1, connected to my WiFi router and all seems to be well now.
Oh boy am I glad I took both an iTunes and an iCloud backup before I started this saga! Paranoia wins again.
It hasn't been fixed, no. I upgraded to 13.1.2 and it still suffered from the same problem. I ended up factory resetting mine, but I'm hoping Apple fix it so that I don't have to help my parents through the process ;)

Apple Engineering sent me an email about it & asked me to install a debug file to help analyse what's going on.. I intend to do that tonight. At least they seem to be taking this seriously.
You can get your iPad online if you use Bluetooth tethering, or connect to an open access point (no password) so that'll be a way you can get a patch installed when Apple fix the bug.
After getting the dead end with his link I found this

which did work - I followed this process, and restored, and got the iPad Air 2 back, working fine with 13.1. Took quite awhile though.
See my post above. As the last user reported, yes it wipes the unit clean. I was then able to restore from an icloud backup, but even reinstalling the apps takes far less time than what I spent troubleshooting. The first time I tried, it didn’t work, but it did finally work after a few tries.
There’s two ways to ‘Join’ a network. In the pop up box where you add the password or from the keyboard. Try whichever you didn’t use. I’ve had this issue before and had to ‘Join’ from the keyboard.
I ended up doing the same thing and completely wiped it. That’s 4 hours I will never get back, but it’s done.

unfortunately i didn't have a new icloud backup (and tried to make a new one before erasing all content and settings but it failed) but I couldn't wait any longer and for me the more important is to use my ipad back asap rather than my unbacked storage.
so after that I was able to log in to my secure wifi and to connect to itunes again.
Also it seems faster than before cuz it was take me a while just to write a password or using the settings.

If you can't access a computer and your device still works, you can erase and restore your device without a computer on your iPad.
Before you do that you can still try General - Reset - Reset Network Settings. It can help with wifi not letting you join.
Try another hard reset, just for good mesaure.

You can try to join the wifi from the keyboard (it has “ join”) as opposed to the pop up box where you enter the password
I went to the Apple store and the person at the Genius Bar was able to wipe my iPad air 2 and then install my iPad mini backup (that I made today on iTunes) on it.
Now all is functioning well.
13.1.1 and 13.1.2 are still breaking wifi authentication on Ipad Air 2 models.
Restart
Try restarting your iOS device, router, and cable or DSL modem. To restart your router or modem, unplug it, then plug it back in.
Do try all troubleshooting steps. Just because one person says they tried all that, doesn’t mean it might not work on your device.
