Ipad Air 2 won't connect to WiFi after iPadOS 13 upgrade
I've tried rebooting iPad, rebooting router, resetting network settings on iPad, and toggling airplane mode on/off. Anyone have any other suggestions?

It's fixed! I did a full recovery from iTunes while holding down the Home button (as per https://support.apple.com/en-us/HT204306)
and when it asked I restored from the iTunes backup I took before upgrading to iPadOS 13. It all worked. Came up running iPadOS 13.1, connected to my WiFi router and all seems to be well now.
Oh boy am I glad I took both an iTunes and an iCloud backup before I started this saga! Paranoia wins again.

Anyone know if it’s safe to update the iPad Air 2 to 13.2? Will it still not connect to password protected WiFi etc? Hoping it’s been fixed 🤞🏼

This seems to be the best solution so far.
Wifi connection totally stopped working. I wasn't able plug into iTunes and get the upgrade function to work. But, I was finally able to get the restore option. To get that to work, you need to hold the home and power button until you see the cable connection symbol so the computer will recognize it. Yes, it's the nuclear option, but I was able to restore the apps and data from my backup. All is well now and updated to the new 13.1.2 which came out today I think. The iPad Air 2 now works great!
I did what you described and while fixing the problem it did wipe the unit clean. I had to reinstall all of my apps. Frankly, that wasn't a bad thing, because it was a good electronic spring cleaning and I ditched a lot of stuff I didn't use. But it will be confusing / frustrating for someone who isn't comfortable going in and setting the iPad back up.
