I've tried rebooting iPad, rebooting router, resetting network settings on iPad, and toggling airplane mode on/off. Anyone have any other suggestions?

It's fixed! I did a full recovery from iTunes while holding down the Home button (as per https://support.apple.com/en-us/HT204306)
and when it asked I restored from the iTunes backup I took before upgrading to iPadOS 13. It all worked. Came up running iPadOS 13.1, connected to my WiFi router and all seems to be well now.
Oh boy am I glad I took both an iTunes and an iCloud backup before I started this saga! Paranoia wins again.

I updated my iPad Air 2 this morning and had no issues at all. WiFi connectivity is fine at work and at home and both are password protected networks. I am trying to adjust to the new features now.
Someone on Twitter mentioned it happening to their XS Max.
Nope. Both methods of joining fail.
Tried all the steps, resetting the network settings, resetting all settings, using iTunes to do a full restore of 13.1, and still unable to connect to the password protected wifi.
That was early on my list and I think what people may be ignoring is the iPad Air2 role in all this, other versions and iPhone 10 each upgraded without any prob on same network.
Same issue here. Settings app is terribly slow, iPad does not connect to any secure wifi network. Hopefully we get a fix for this soon, iPad Air 2 is pretty much bricked now.
I spent over two hours with Apple support today trying to fix this issue...
No joy.

I agree. 13.1.1 does not hold the solution. Apple have yet to issue a fix or even admit there is an issue (unless I missed this somewhere)
That was what i had to do in the end, but at lrast it’s fixed and if anything better than ever...

The fix has been posted here several times. You can either follow everyone’s advice or take it to the Apple store.
