Failure to get VAT refunds when using Apple Pay

So over the past year, on my trips to Europe I have filled out multiple VAT refund forms. When using a physical card, i was refunded VAT. However I’ve noticed a disturbing trend where the refund was refused because the card number did not match on the VAT receipt and my actual credit card number:-(

this is unacceptable and I’m hoping Apple can help fix this issue as well as offer me the applicable refunds.
