After updating to iOS 13 and subsequently iOS 13.1, noticed the following behavior in the Messages Apps:

It works for all messages on my Xr. It probably won't work for non-iMessages if you don't have MMS messaging enabled on your account. Go to Settings/Messages. Is there a switch for MMS? If not, contact your carrier.
On my iPad with iPadOS 13.1, it works on all messages but on my iPhone XR, it only works on iMessages... I wonder why.
You should call your carrier and have them provision MMS on your phone, unless there is an extra charge for it. iPhones normally get it automatically.
They both work on my Xr.
Any suggestion as to what I should do?
Thanks Lawrence for the reply. No switch for MMS. No worries as I can use either WhatsUp or Messenger to take a picture and send the same.
