Changes to Apple Business Manager and user Apple IDs.

With the launch of iOS 13, one of the Enterprise features listed is company's ability to provide managed Apple IDs to end users for access to iCloud services. There were also a few details in the pre-release keynotes that discussed user ID federation against Azure AD. However, here we are a day after iOS 13.1 is released, and my Apple Business Manager portal looks the same. Documentation for Apple Business Manager still states (page 3 of the manual) "...They shouldn't be used for services like iCloud or by standard employees who don't manage functions in Apple Business Manager."


So... which is it? Is there actually anything new for enterprise on launch day, or is this all to come?
