Deleting apps from account

I work for a school district and we need to get rid of unauthorized apps from our school's account. Not deleting from the iPad, removing from the app store account. Once someone has downloaded it, we cannot remove and others still download it thinking it is permissible. It would also be nice able to block the inappropriate content (setting age limits never worked).
