GIMP is an application installed from outside of the Mac App Store, so there is a one-time authorization ritual before you can use it.

First, you need to open a Finder window, and click on the Favorites Applications sidebar item to open that as a window. Scroll to the bottom. Now, double-click the GIMP installer that you just downloaded. It will open to show just the GIMP application icon. Drag/drop that icon into the open Applications window.

Next, perform the following one-time steps:

  1. Right-click (control-click) on the GIMP application icon and choose Open from the secondary menu
    1. A brief progress bar will appear. When it closes, a new dialog will appear, also with an Open button. Click that too.
    2. GIMP will then go through its own initialization ritual, loading fonts, etc. and then open its application window.
  2. Quit GIMP.
  3. From this point on, you can launch GIMP as you would any other application
