After ~3 hours of waiting for the update to finish installing the Apple TV the light on the box is still flashing and the progress bar is stuck just short of the end of step 2.
Any advice on how to proceed? Is it safe to unplug or will this brick the unit?

I ended up unplugging the unit and it still hung up on subsequent attempts to power up. Ended up connecting to my mac through a USB-A to USB-C cable and restoring from iTunes. Worked great after that.
Followed the instructions on apples support page for restoring from iTunes.

Is it safe to unplug or will this brick the unit?
If it is still stuck after 3 hours then it is not going to happen anymore. It is possible that it will ‘brick’ the unit, or possibly you have to start over, or restore through iTunes. (I don’t recall exactly what step 2 was.)
Contact Apple Support for an official answer.
