I have bought an apple watch series 5 from Dubai for my use in India. I can see ECG app is not available in watch and not able to download. I know this feature is not available in UAE from the link, so I cant use the ECG app in India?

Unfortunately no. You need to purchase it in the country where it works. Ie if you brought it in the USA and it works in the USA it would not work in say India where it is currently unavailable
