Safari window closed by opening a link from mail

I opened a link from my email. Now on iOS 12 it would just open in safari among the other tabs, but now in iPadOS it opened in a new safari window. I panicked because I didn’t expect that, and then I closed safari. When I opened it back up, all the tabs that were previously open were gone. I was using private browsing mode, so I can’t retrieve the tabs via history. Does anyone know if it’s still possible to retrieve those tabs, and maybe if there is a way to prevent this from happening in the future? Because it seems like this is a bug.

You will not be able to retrieve these tabs. This is not a known problem. With a new operating system bugs can appear without Apple's knowledge. I ask that you please submit a bug report so Apple can address them in future updates.
