Ok, I *may* have figured this out. I read some info about the "Attention Aware" features. One of them is reduced ring / alert volume when the phone is unlocked and you are looking at it. I guess the developers' theory is that if you are "looking at" the phone when a message/call comes in, you'll see it and don't need a loud ringtone or alert.

Sure enough, I tried incoming calls with the phone locked, and ringtone was full volume.

So then I tried with the phone unlocked, but without my face in view of the faceID scan. The ringtone was full volume until I "looked" at the phone. As soon as it saw my face, it reduced the ringtone volume.

So it seems this may be a "feature" rather than a bug. Anyone else confirm?

Hello mustakim50 and welcome to Apple Support Communities.

I see you're having some issue with the volume of the phone ringer function when using your AirPods after the latest iOS update.

Go to Settings > Sounds & Haptics and make sure that "Change with buttons" is on.

Then when a call comes in, use the volume buttons on the side of the phone to adjust the volume. you'll need to do this when the phone is actually ringing for it to take effect.

Cheers.

Today i have called to apple support third time since i upgrade till iOS13. So ingeneers allready know about this issue and they hard work to resolve this bug! The issue presist allmost on iphone SE,7,8.. on iphone X and 11 issue can be fixed with turn off attention function.. So because of iPhone SE-8 does not have FaceID users can not turn off this function! So there is the reason of bug! There is only two way out: 1-stay on iOS12, 2- wait for iOS 13.4. Ingeneers should to fix this bug on next iOS release . Anyway i hope so :/

For me (with iPhone 11 pro, ios 13.1.1/13.1.2, and Airpods 2) -- the only issue with low volume ring/alert is when "looking" at the phone. Otherwise, ring and alert tones are full volume. So for me, this issue is resolved and was just my misunderstanding how "Attention Aware" features work.

However, it seems the behavior is different with other iPhone/iOS/Airpod combinations, including those which don't even have Attention Aware features. So in addition to the discussion here, I encourage everyone still having this issue to send a bug report to Apple using the following form:

https://www.apple.com/feedback/iphone.html

Be sure to include your specific combination of equipment (iphone model, ios version, airpods version) in your bug report, along with a description of the problem and under what conditions it occurs.

Yup that’s exactly what my IPhone SE does. It works for a short time after turning it off or resetting it and then it stops working randomly until you reset it or turn it off and on again. This is widespread and maddening and Apple will lose a lot of customers if it is not resolved ASAP. All due to this 13.1.2 “update” which is disasterous. I wasted 2 1/2 hours on the phone with Apple support last night. Nothing accomplished other than 2 1/2 hours wasted.
