Since 13.0.1 took effect my trackpad suddenly "hover clicks" frequently and quickly

Perform an SMC and NVRAM reset, clean the trackpad, boot into Safe Mode, try it again.
If this is a laptop, it’s also possible that the battery is swelling.
Which Mac and which year, and can you confirm which version of macOS? Sierra? (See the About This Mac... from the Apple menu for all of that.)

Reset the SMC and the NVRAM, clean the trackpad, Safe Mode, then—if all that fails—contacr your preferred hardware repair provider if this is an embedded trackpad in a laptop, or swap this trackpad for a different trackpad if this is external.
