How can i subscribe to Apple Arcade without iTunes?

I have Apple TV and it prompts me to update my billing info on iTunes or iOS device for Apple Arcade, i don't have any other Apple devices, only Andriod phone and a Windows 10 PC.

I do have all my billing info up to date.

Apple TV (4th generation)

Used your link on Android, had to download apple music and even thought everything was accurate, it worked. Thanks
