new iPad OS -- where did the search field go?

On iOS 13 for iPhone, if I swipe left from the home screen, I get that screen with the widgets (I think it's called the Today screen) and at the top it has a search field, which you can use to find apps, look up words in the dictionaries, etc.

On the new iPad OS, swiping left from the home screen also still gets me the screen with the widgets -- but there is no more search field at the top. Where did it go? How do I search the device?

How the heck is that supposed to be obvious? I have spent 15 minutes trying to find the right keywords to even answer this completely unintuitive change. If it’s listed in any new review of features, it’s buried pretty deep! How can you search for a solution without knowing where to ask the question? What was wrong with the side swipe as before? Sheesh.
