Updating apps with a new apple id

I am on a Mac Mini (late 2014). It is a work computer. When it was first purchased and used, an apple id was established using an individual's work email address. That person no longer works here and the email address has been deleted.

Now, I am trying to update some of the apps on this machine using the new apple id that was set up for the department. I've set it up in system preferences > icloud. However, in the app update screen the old user's apple ID is showing up and I can't change it.

Will I need to uninstall and then reinstall each app using the new apple ID I set up for the department?

Unfortunately yes. Apple binds an app ‘purchase’ (even free apps) to an Apple ID for DRM purposes, and that ID is required to update the app.
